UST Consultant Certification Program
INITIAL CERTIFICATION APPLICATION AND FEES (UAC R311-201-3)
Utah UST Consultant Application must be completed and submitted to the Division of Environmental Response and Remediation (DERR) for approval no later than ten working days prior to the day of the exam. Each applicant must pay an application and certification fee of $225.00 for a two-year certification period. The required fee shall accompany the application.
ELIGIBILITY FOR INITIAL CERTIFICATION (UAC R311-201-4)
Each applicant shall meet the following eligibility requirements:
- Training: Each applicant must meet Occupational Safety and Health Agency safety requirements in accordance with 29 CFR 1910.120 and any other applicable safety training, as required by federal and state law, and within a six month period prior to application must complete an approved training course or equivalent in a program approved by the Executive Secretary to provide training to include the following areas: state and federal statutes, rules and regulations, groundwater and soil sampling, and other applicable Department of Environmental Quality policies. Currently, review of the UST Consultant Certification Manual satisfies the latter training requirement.
- Experience: Each applicant must provide with the application a signed statement or other evidence demonstrating three years, within the past seven years, of appropriately related experience in underground storage tank release abatement, investigation, or corrective action, or an equivalent
combination of appropriate education and experience, as determined by the Executive Secretary.
- Education: Each applicant must provide with the application college transcripts or other evidence demonstrating the following:
- A bachelor's or advanced degree from an accredited college or university with major study in environmental health, engineering, biological, chemical, environmental, or physical science, or a specialized or related scientific field, or equivalent education/experience as determined by the Executive Secretary.
OR
- A professional engineering certificate licensed under Title 58, Chapter 22, of the Professional Engineers and Land Surveyors Licensing Act or equivalent certification as determined by the Executive Secretary.
- Examination: Each applicant must successfully pass a comprehensive exam based on information presented in the UST Consultant Certification Manual (2000). The manual is available at Alphagraphics (801-364-8451). The 1995 and 1997 versions of the UST Consultant Certification Manual have been replaced by the 2000 version and are no longer applicable to the UST Consultant Certification Program.
A two-hour time limit is allowed for completion of the closed-book exam. (Each applicant must show picture identification to the exam administrator. A calculator and a number two pencil are required for the exam. A calculations worksheet will be provided.) The minimum passing score is 75%. If an applicant does not pass the exam, a re-take exam will be scheduled approximately three weeks from the date of the initial exam. In the event that the applicant does not pass the re-take exam, an additional re-take exam will be scheduled six months from the date of the initial exam. If the applicant does not pass the second re-take exam, they must wait an additional six months to submit a new application. The applicant must pay an additional $150.00, and take and pass the initial exam.
RENEWAL CERTIFICATION APPLICATION AND FEES (UAC R311-201-3)
A Utah UST Consultant Renewal Application must be completed and submitted to the Division of Environmental Response and Remediation (DERR) for approval prior to, or on the day of, the exam. Each applicant must pay an application and certification fee of $225.00 for a two-year certification period. The required fee shall accompany the application.
ELIGIBILITY FOR RENEWAL CERTIFICATION (UAC R311-201-4)
Each applicant must be a currently certified UST Consultant and shall meet the following eligibility requirements:
Training: Each applicant must meet Occupational Safety and Health Agency safety requirements in accordance with 29 CFR 1910.120 and any other applicable safety training, as required by federal and state law, and within a six month period prior to application must complete an approved training course or equivalent in a program approved by the Executive Secretary to provide training to include the following areas: state and federal statutes, rules and regulations, groundwater and soil sampling, and other applicable Department of Environmental Quality policies. Currently, review of the UST Consultant Certification Manual or attendance to the UST Consultant Certification Renewal Course satisfies the latter training requirement. Renewal Certification: In order to renew certification, each applicant must select one of the following two options:
Option 1
- The applicant may take and pass a comprehensive exam based on information presented in the UST Consultant Certification Manual (2000). The manual is available at Alphagraphics (801-364-8451). The 1995 and 1997 versions of the UST Consultant Certification Manual have been replaced by the 2000 version and are no longer applicable to the UST Consultant Certification Program.

- If your Consultant Certification has expired, option 2 is not an alternative. You must satisfy Option 1.
Option 2
- The applicant may attend the UST Consultant Certification Renewal Course. Please note, in addition to the $225.00 fee discussed above, an additional administrative fee of $150.00, to cover the costs of presenting the course, will be charged to attend the renewal course. The total fee of $375.00 may be paid with one check or money order. The course is administered by DERR personnel and consists of up to three hours of training followed by an open-book/open-note exam based on the course material.
- The renewal exam will be administered on the day of the renewal course at the completion of the training. A one-hour time limit is allowed for completion of the open-book exam. (Each applicant must show picture identification to the exam administrator. A calculator and a number two pencil are required for the exam.) The minimum passing score is 85%. If an applicant does not pass the exam, a re-take exam will be scheduled approximately three weeks from the date of the initial exam. In the event that the applicant does not pass the re-take exam, they must wait an additional six months to submit a new application. The applicant must pay an additional $225.00, and take and pass the comprehensive exam discussed above in Option 1.

Those persons desiring accommodation for a disability under the Americans With Disabilities Act (ADA) should notify Brooke Baker, ADA Coordinator, in writing at P.O. Box 144810, Salt Lake City, Utah 84114 no later than ten working days before the scheduled testing date. Notification should include medical and/or psychological documentation including a statement of diagnosis and associated functional limitations.
If an applicant has any questions concerning the contents of the exams, these questions must be submitted in writing to the DERR. The questions will then be evaluated to determine their validity, and exam scores will be adjusted as necessary.
